Overview
Bumps the bundled Coana CLI dependency from 14.12.173 to 14.12.174, updating pnpm-lock.yaml accordingly.

Also increments the package version to 1.1.61 and adds a matching CHANGELOG.md entry. The internal .claude/skills/bump-coana runbook is expanded to be user-invocable and to include input validation plus a more explicit end-to-end upgrade/PR workflow.
