Maintainers unable to see ownerships page

# What's this about?

Maintainers (who are technically gem owners, but have reduced permissions) aren't able to view the gem ownerships page. They currently get a 403 error.

Maintainers should be able to view and inspect the ownerships table, but not be allowed to edit/remove ownership permissions.
