Add support to edit primary storage IP in UI/API for manual failover/recovery of unaffected instances if primary storage fails

The required feature described as a wish

Per this closed issue , update API and UI to allow changing the IP address of an existing primary storage pool. This is important for manual failover uses or getting other instances up and running by allowing agents to start with new storage quickly and without modifying the database directly.
